AI Infrastructure Constraints That Will Slow Adoption

AI doesn’t run on promises. It runs on electricity, computer chips, and massive data centers filled with specialized hardware; the core components of AI infrastructure.
And right now…
There isn’t nearly enough of any of these to support the AI future being sold to business owners.

The gap between what AI vendors are promising and what the physical infrastructure can actually deliver today is enormous. It’s growing wider, not narrower. And it will take years to close, if it closes at all.

For small business owners being told that AI will transform their bookkeeping in the next few years, this infrastructure reality matters. The features being demonstrated today might not scale to millions of users tomorrow. The AI accounting tools you’re considering might become slower, more expensive, or less available as demand outpaces supply. The timeline for when AI actually becomes as accessible and reliable as advertised keeps getting pushed further out.

The Data Center Capacity Problems

AI requires exponentially more computing power than traditional software. A typical business application processes data and delivers results. AI models process data, learns from it, make predictions, and generates new content. All of this requires massive amounts of electricity and specialized computer chips.

The numbers are MASSIVE. U.S. data center power demand is projected to grow from roughly 25 to 33 gigawatts in 2024 to somewhere between 106 and 176 gigawatts by 2035. AI-specific demand alone is expected to jump from 4 gigawatts in 2024 to 123 gigawatts by 2035. That’s a thirtyfold increase in just over a decade.

To put that in perspective, the projected power gap in 2028 is about 10 gigawatts. That’s equivalent to the electricity needed to power 7.5 million homes. That’s more homes than exist in Pennsylvania, or Illinois, or North Carolina, or Ohio. And that’s just the shortfall, not the total demand.

By 2030, AI workloads are expected to account for roughly 50% of all data center power consumption. By 2035, that could reach 70%. The problem is that the infrastructure to support this growth doesn’t exist yet and won’t for years.

Why Building AI Infrastructure Capacity Takes So Long

Data centers can’t be built quickly. A large-scale AI data center takes 3 to 6 years from initial site selection to full operation. While the physical construction might only take 12 to 36 months, the total timeline gets pushed back by years of permitting, electrical power plant build-outs, and supply chain delays.

The process breaks down like this: 6 to 12 months for planning and site selection, 6 to 18 months for permitting and approvals, 9 to 18 months for design and engineering, 12 to 36 months for physical construction, and 2 to 4 months for testing and commissioning. That’s best case, assuming everything goes smoothly.

In reality, large construction projects rarely go smoothly. Power is the primary bottleneck. In major data center markets like Northern Virginia, the wait for a power grid connection can last 2 to 3 years right now. Some tech companies like Google, Meta, and Amazon are spending hundreds of billions on data centers, but they face seven-year waits for grid connection requests. Lead times for large power transformers have stretched to 210 weeks, roughly 4 years.

Even when companies try to fast-track projects using modular construction or by reusing existing buildings, they still face massive delays getting access to electricity. The physical grid infrastructure simply can’t expand fast enough to meet the demand AI is creating.

AI Data Center Capacity Has a Supply Chain Problem

It’s not only power. Building data centers requires materials and labor that are already in short supply.

The construction industry faces a shortage of approximately 439,000 workers as of this writing. Copper demand, critical for data center electrical systems, may increase sixfold by 2050. Computer chips are another constraint. Some analysts suggest that meeting 2030 data center projections would require 90% of the global chip supply, which they describe as unrealistic.

The severity of these labor shortages becomes clear when looking at major semiconductor projects. Taiwan Semiconductor Manufacturing Company (TSMC) began construction on a chip fabrication plant in Casa Grande, Arizona in June 2021. The company initially projected moving into the facility in September 2022. That timeline quickly proved unrealistic. By July 2023, TSMC delayed the production start for its first plant from late 2024 to 2025, citing “an insufficient amount of skilled workers” with expertise to build a chip factory. The second plant’s timeline was pushed even further, from a planned 2026 opening to 2027 or 2028.

What was originally envisioned as a roughly 15-month construction project has stretched into a multi-year endeavor, with TSMC chairman Mark Liu noting that construction timelines in the U.S. take at least twice as long as in Taiwan due to complex compliance requirements and extensive permitting processes. The company even had to bring in 500 workers from Taiwan to help with construction and training, which sparked controversy with local labor unions. The project has faced construction costs four to five times higher than in Asia, delays in securing government funding, and fundamental challenges in establishing a robust local supply chain.

AI data centers also require significantly more energy per square foot than traditional facilities. A five-acre site using specialized GPUs can see energy needs jump from 5 megawatts to 50 megawatts. This creates challenges not just in getting power to the site, but in cooling the equipment once it’s running. Advanced liquid cooling systems are often necessary, adding complexity and cost to construction.

About 72% of surveyed data center executives cite electrical power and grid capacity as their primary challenge to expansion. This isn’t a problem that more investment alone can solve. You can’t simply throw money at electrical grids and have them appear overnight. The physical infrastructure takes years to build, and much of it requires navigating complex regulatory approvals for power generation and transmission.

What This Means for AI Infrastructure

The infrastructure constraints create AI availability limits which are a direct problem for the adoption of AI in accounting and bookkeeping. If data centers can’t keep up with demand, AI services become more expensive, slower, or less available.

Software vendors are selling AI accounting features now based on what they expect capacity to be in 5 years. But the infrastructure to deliver on those promises doesn’t exist yet. This creates several potential outcomes, none of them ideal for small businesses.

Processing times for AI features in accounting software could slow down as more users adopt the tools. What works quickly when 10% of users are running AI queries might crawl when 50% of users are heavily using AI accounting, AI project management, AI this, and AI that. Price increases are likely as computing power becomes scarce and expensive. Features might be limited or rationed during peak usage times. New AI capabilities might be delayed because the infrastructure to support them isn’t ready yet.

Think of it like the early days of video streaming. The technology existed, but widespread adoption was limited by internet bandwidth. As more people tried to stream video simultaneously, quality dropped and buffering increased. It took years of infrastructure investment to reach the point where millions of people could stream high-definition video at the same time without problems.

AI is in a similar position now, except the infrastructure gap is wider and will take longer to close. The difference between what’s being demonstrated in controlled environments and what can be delivered to millions of users simultaneously is significant.

The Economics of AI as a Utility

Looking ahead, AI will likely evolve into a utility in some fashion, similar to how cell phones transitioned from luxury items in 1988 to essential utilities by 2008. This shift happened gradually, with infrastructure buildout, regulatory changes, and new pricing models developing over two decades.

The same pattern will likely play out with AI. Some basic level of AI capability might be free or included in existing software subscriptions. But the electricity to run AI data centers has to be paid for somehow, and that will be through tiered subscriptions based on usage.

For small businesses, this means the cost structure of bookkeeping will shift. Labor costs for human bookkeepers will partially convert into monthly bookkeeping AI utility bills. You’ll pay for computing capacity the way you currently pay for electricity or internet service. Your monthly QuickBooks invoice may have a line-item for QuickBooks AI that covers the electricity bill. During peak demand, prices might surge. During shortages, AI availability might be limited.

This utility model won’t fully emerge until the infrastructure can support it reliably. And based on the current projections, that’s at least 5 to 10 years away. In the meantime, AI services will likely be inconsistent. Some will work well. Others will be slow or unreliable. Pricing will fluctuate as providers figure out the real costs of delivering AI at scale.

The Energy Regulation Question for AI Data Centers

There’s another layer to this infrastructure challenge that could slow AI adoption even more: energy regulation.

AI data centers require enormous amounts of electricity. To bypass grid limitations and long waits for electricity hook-ups, many data centers are turning to on-site power generation. This “behind-the-meter” generation is expected to grow from 13% of facilities in 2023 to 38% by 2030.

But privately owned power plants also face regulatory scrutiny. Will they be allowed to continue operating without restriction? Very likely not. Environmental regulations, permitting requirements, and grid stability concerns will likely create new barriers. Each regulatory hurdle adds time and cost to data center expansion, widening the gap even more between AI demand and available infrastructure.

The environmental concerns around AI’s energy consumption are real and growing. While the focus of this discussion isn’t environmental impact, it’s worth noting that energy regulation could become a significant constraint on AI infrastructure growth. This adds another layer of uncertainty to the timeline for when AI will actually deliver on its promises at scale.

The Bottom Line on AI Infrastructure

The infrastructure needed to support widespread adoption of AI in accounting and bookkeeping doesn’t exist yet. It won’t exist for years. And the gap between demand and supply will get worse before it gets better.

For small business owners making decisions today about AI accounting and bookkeeping, this matters. The tools being marketed to you now might not scale reliably. The features you’re being shown might not work as smoothly when millions of other businesses are using them too. The costs might increase significantly as computing capacity becomes scarce.

None of this means AI won’t eventually transform bookkeeping. It most likely will. But the timeline keeps getting longer, and the path from here to there is more complicated than most people are willing to admit. The physical constraints of building data centers, sourcing materials, training workers, expanding electrical grids, and navigating regulatory approvals can’t be solved with better algorithms or more venture capital.

Infrastructure takes time. Until the infrastructure catches up with the promises, the use of AI in accounting will remain more potential than reality for most small businesses. But maybe that will be just long enough for us to learn to trust AI.
